During the last fiscal year, it has been recently announced by the Inspector General of the United States Department of Agriculture (USDA), the agency made payments to ineligible recipients totaling nearly $7 billion, an improper payment rate of 5.53%. For the 4th year in a row, the USDA failed to conform to the terms of the Improper Payment Act (2002) relating to payment requirements; the Inspector General called them, quite simply, “noncompliant”.
